New requirements in Thailand, to be enforced in 2026! Warning labels on some cosmetics will need to be completely updated.

On December 24, 2025, the Thai Cosmetics Council issued a series of new labeling regulations,warning labeling requirements apply to fluoride toothpaste, teeth whitening products, and various specific ingredients.these new regulations will be gradually implemented over the next few months or even two years, and they impose clear labeling adjustment requirements on cosmetic manufacturers, importers, and contract manufacturers.

The new labeling system aims to enhance consumers' right to know and product safety, especially by establishing stricter information disclosure standards for products involving special effects and chemical ingredients.

01 Regulatory dynamics

These regulations did not all come into effect simultaneously. Most announcements took effect the day after they were published (i.e., December 25, 2025), but one announcement regarding teeth whitening products included a 180-day grace period.

3. Add and revise warning list components,Fluorinated compounds require refinement

03 Refinement of warning labels for children in oral care products 

Warning requirements for products such as fluoride toothpaste and mouthwash,Strict segmentation based on children's age,Intended to protect children from the risk of excessive fluoride intake due to misuse.

Used for toothpaste

Children under 3 years old: The label must indicate A very small amount should be used ,for example Only enough to wet the bristles or The size of a grain of rice .

Children aged 3 to 6 years old :The label must indicate A small amount should be used ,for example The size of a corn or pea ,And emphasize Adult supervision is required when brushing teeth .

General warning :All fluoride toothpaste labels must indicate :If children come from other sources Like drinking water supplement I also ingested fluoride,You should consult a doctor or dentist.

Used for mouthwash

Prohibited by law : The label must indicate Prohibited6Used by children under the age of.

General warning:If children also consume fluoride from other sources,You should consult a doctor or dentist.

Warning List Other Updates

● Newly added ingredients Ammonium silver zinc aluminum silicate  For foundation make-up and deodorant,Warning labels are required for deodorizers.

● Newly added ingredients Methyl-N-methylanthranilate ,Currently, there is no mandatory requirement for specific warning language,But the scope of use is limited to No-clean  and Wash off type product.

04 Compliance Points and Transition Period 

Manufacturers need to pay special attention to the effective time and transition period arrangements of different regulations,This is directly related to the sales of existing inventory products and the pace of switching to new labels.
New regulation effective timeline

Effective immediately :New regulations for fluoride toothpaste labeling, the 9th edition of the warning list (detailed for fluoride compounds), and the 10th edition of the revised list will take effect on December 25, 2025.

Delay in effectiveness:The regulations governing the labeling of teeth whitening products containing hydrogen peroxide will take effect 180 days after the publication of this announcement, and are expected to take effect around mid-June 2026.

Critical transition period

Fluoride toothpaste and refined fluoride compound warning The9edition:  For inventory products manufactured and labeled before December 25, 2025, they are allowed to continue to be sold for two years. That is, the latest sales deadline for products with old labels is December 23, 2027. Manufacturers should complete the conversion of all labels to new ones within this period.

Teeth whitening products :The announcement did not explicitly mention a transition period. Given that it will officially take effect in 180 days, relevant manufacturers should ensure that all new product labels are compliant and assess existing inventory before the effective date.
